EAST BILOXI PUBLIC LIBRARY & COMMUNITY CENTER

The City of Biloxi chose this former public school site to house a new public library and community facility.  Located close to downtown, and across the street from an existing community center, the site is ideally situated to host some much-needed elderly housing, as well.

This speculative proposal, developed in response to a request by the Biloxi Housing Authority, establishes a 1,000-seat, ground-floor community gathering space; a 35,000 square foot library and gallery space on an upper level, above the required flood elevation; and a 76-unit senior housing development, surrounded by green space.  Parking is dispersed around the perimeter of the site to maintain the walkable, downtown quality of the existing neighborhood. 

The proposal also ties in to the City’s existing idea of developing a Mardi Gras float storage facility to the North, by integrating the circulation and parking across the sites, and incorporating features that would allow the facility to be used as an emergency-response center.
